REGULAMIN SZCZEGÓŁOWY / RĔGLEMENT PARTICULIER / SPECYFIC RULES

Article 1. Organizer

The International Cycling Race of «Solidarity» and the Olympians is organized by Region Ziemia Łódzka NSZZ «Solidarność» with headquarters in Łódź 90-229; ul. Kamińskiego 18 with cooperation with Polish Olympians Association and collaborations with Regions and with stages  committees in towns listed in the following part this guide, in which are localized Starts and Finishes, with organizer committees in town where are localized Sprints and Special Premiums.

The National Commission NSZZ «Solidarność» give support Race Organizer and accept use word «Solidarność» in race name and logo in each form.

Polish Olympians Association accept to use own logo  during the race in each form.

Race Organizer is member of International Association of Organizers Cycling  Event (A.I.O.C.C).

Race will be organized under the regulations of the International Cycling Union. It is to be held from 29 June to 02 July 2011.

Article 2. Type of event

The event is open to athletes of the Elite categories. The event is entered on the UCI Europe calendar. The event is registered as a class 2.1. event.

In conformity with the UCI regulations, points to Individual General Classification are awarded as follows:

a)        in final general classification:

80 points for 1st place                       12 points for 7th place

56 points for 2nd place                      8 points for 8th place,

32 points for 3rd  place                      7 points for 9th place,

24 points for 4th place                       6 points for 10th place,

20 points for 5th place                       5 points for 11th place,

16 points for 6th place                       3 points for 12th place,

b)        in each stage classification:

16 points for 1st  place                      5 points for 4th place,

11 points for 2nd place                      4 points for 5th place,

  6 points for 3rd place                       2 points for 6th place,

c)        leader’s race jersey holders:

   8 points.

for the UCI ranking men’s Elite

Article 3. Participation

As per article 2.1.005 of the UCI regulations, the event is open to the following teams: UCI ProTeams, UCI professional continental teams, UCI continental teams, National teams. In National teams can’t start riders from UCI ProTeams, UCI professional continental teams, UCI continental teams if theirs team participate in race.

As per article 2.2.003 of the UCI regulations, teams must be formed of minimum 4 and maximum 6 riders.

Article 4. Race headquarter

At the start, the race headquarters shall be located at the following address:

Zajazd „Pod Skałą” - Krajowice 68; 38-211 Jasło, tel.:+48.13-491-54-65.

Team representatives are requested to confirm their starters and collect their race numbers at the race headquarters from 16.00 to 18.00 on the 28 June 2011. They are obliged have current valid licence issued by a UCI.

The team managers' meeting, organized in accordance with article 1.2.087 of the UCI regulations, in the presence of the Members of the Commissaires’ Panel, will be held at 19.00 at:
Zajazd „Pod Skałą” - Krajowice 68; 38-211 Jasło, tel.:+48.13-491-54-65.

Article 5. Radio-tour

1.        Race information will be broadcast on Radio-Tour. Radios will be give at 29 June 2010 from 16.00 to 19.00 at Zajazd „Pod Skałą” - Krajowice 68; 38-211 Jasło, tel.:+48.13-491-54-65.

2.        Race information will be broadcast on the following frequency: 82,1250 MHz.

Article 6. Neutral technical support

The neutral support is taken care of by means of three vehicles. In race will be participate sag wagon, too.

Article 7. Finishing time limits

Taking into account the characteristics of each stage, the finishing time limits have been set as follows:

·     Flat stages and medium difficulty            8%.

The time limit may, in exceptional circumstances, be increased by the Commissaires' Panel in agreement with the organizer according to the article 2.6.032.

Article 8. Classifications

 The following classifications will be issued:

a) Individual General Classification on time

According with articles 2.6.014 and 2.6.015 UCI Regulations Individual General Classification on time will be determinate amount times as recorded by the timekeeper-commissaires on each stages with bonuses and penalties.

The time will be recorded on finish line on each stage.

Where two or more riders make the same time in the Individual General Classification on time, the placing obtained in each stage shall be added. If the result is still tied the place obtained in the last stage ridden shall be taken into consideration.

The leader of this classification shall be required to wear the YELLOW JERSEY.

b) Points General Classification

This classification will be determined by adding points on each stage.

On each Sprint and Special Premiums will assign following points:

3, 2 i 1 point for first 3  classified riders.

On each finish line will assign following points:

10, 8, 6, 5, 4, 3, 2 i 1 point for first 8  classified riders.

The leader of this classification shall be required to wear the NAVY JERSEY.

According with article 2.6.016 UCI Regulations the following criteria shall be applied in order until the riders are separated:

1.        Number of stage wins;

2.        Number of wins in Sprints and Special Premiums;

3.        Highest place in the Individual General Classification on time.

Rider receive the prize in the final Points General Classification if he have to complete the  entire race within regulatory time.

Note: Points in the final Points General Classification will assign on: Sprints, Special Premiums and finish line. For place on Special Premiums wouldn’t assign temporary bonuses.

c) Mountains General Classification

Mountain General Classification will be based on 9 mountain primes. On the each climbs will awarded points on the following scale:

Climbs "Castle Kamieniec"  (1)     Climbs other (8)

1 place 7 pts.                                              5 pts.                      

2 place 5 pts.                                              3 pts.                     

3 place 4 pts.                                              2 pts.                      

4 place 3 pts.                                              1 pts.                      

5 place 2 pts.                                                  -                             

6 place 1 pts.                                                  -                            

A Mountains General Classification is calculated on the sum basis on the sum of the points obtained on every climbs.

The leader of this classification shall be required to wear the jersey received from organizers.

In accordance with article 2.6.017 UCI Regulations, in the event of a tie in the Mountains General Classification, the following criteria shall be applied until the riders are separated:

1.        Number of first places on highest category climbs (Castle "Kamieniec"). 

2.        Number of first places on lowest category climbs.

3.        Highest place in Individual General Classification on Time

Rider receive the prize in the final Mountain General Classification if he have to complete the  entire race within regulatory time.

The leader of this classification shall be required to wear the GREEN  JERSEY.

Note:

1.        During the 1 stage on Sprint in Iwonicz Zdroj will award points both in Points General Classification and Mountains General Classification like on the climb.

d) Young Rider Classification

In this classification carried out according to the rules of Individual General Classification on time only riders born on or after 1 January 1990 may take part.

The leader of this classification shall be required to wear the WHITE  JERSEY.

f) General Team Classification

According with article 2.6.016 UCI Regulations General Team Classification for the day is calculated on the basis of the sum of three best individual times from each team. In the event of a tie, the times shall be separated by the sum of the places acquired by the three best placed riders on the stage. If the teams are still tied, they shall be separated by the placing  of their best rider in the stage classification.

The general Team Classification is calculated on basis of the sum of the three best individual times from each team in each stage ridden. If the event of a tie the following criteria shall be applied until the team are separated:

1.        number of the places in the daily team classification

2.        number of second places in the daily team classification

3.        etc.

If there is still tie, the team shall be separated  by the higher place of their best rider in the general individual classification.

Any team  with fewer than three cyclist will be eliminated from the general classification.

g) Sequence classification

The priority of classification jersey is as follows:

1.        Individual General Classification on time.

2.        Points General Classification

3.        Mountains General Classification.

4.        Young rider classification

Article 9. Bonuses

Bonuses, applied only in the Individual General Classification on time and Young Rider Classification, are awarded for first three  riders on the finish each stages (as per UCI regulations 2.6.019):

·         on the finish are awarded to the first 3 classified riders respectively 10’’, 6’’ and 4’’

·         on each Sprint are awarded to the first 3 classified riders respectively 3’’, 2’’ and 1’’.

Article 10. Antidoping

Anti-doping control will be carried out with accordance the UCI Anti-doping Regulations.

Place anti-doping tests will be included in the another communication.

Article 11. Awards ceremony

In accordance with article 1.2.112 of the UCI regulations, the following riders must every day attend the official awards ceremony:

1.       The first 3 of the stage

2.       The leaders of the following secondary classifications: Individual General Classification on time, Points General Classification, Mountains General Classification, Young Rider Classification and Jubilee Classification (if rider is leader few classification only he come on award ceremony).

The riders will present themselves at the podium in a time limit of maximum 5 minutes after crossing the finish line.

At the finish of the final stage  to the above riders the following riders must also presents themselves:

1.        The first 3 of the stage

2.        The first 3 of the Individual General Classification on time

3.        The leaders of the following secondary classifications: Points General Classification, Mountains General           Classification, Young Rider Classification, Jubilee Classification and General Team Classification.

During each Official Awards Ceremony leaders in each classification will decorate special jersey which must give back organizers. If rider is leader only one classification he take to own receives proper jersey and he shall attend in it on suitable stage,  official awards ceremony, at interview and at press conference.

If rider is leading more than one classification he is obligated wear  jersey of the higher classification and only it he take from organizer.

Subsequent classification jersey will then be awarded to the next best-placed rider in this classification.

10 minutes before start to each stage (without  first stage)  must present on the podium the best team and they Sport Director and leaders all classification.

Article 12. Penalties

The UCI penalty scale is the only one applicable.

Article 13. Public order and safety in the race

1.       During the race the traffic will be limited in race's area . It means the coming traffic from the opposite direction and the crossing traffic will be both closed before the lead group and main group will pass. 10 minutes after the passing of the main group both traffics will be opened and late riders will ride with traffic.

2.      The last kilometers of stage 4th will be on laps and the traffic will be closed for the other road’s users. The start of stages 2th, 3th, 4th will be on laps laps and the traffic will be closed for the other road’s users.
The race’s route on these laps will be located within the town and so riders have to consider that on these roads perhaps there are other users. In this situation riders have to respect the road traffic act.All participants should be aware that on the race’s roads the traffic is not closed
.

3.       During the 4th stage of the Commissar Panel race riders who will have lost more than 7 minutes will be neutralized, for allowing the passage of the leading group who will be between 140 – 150 kilometers of the stage.
Time of neutralization will be reduced from the finish time for riders whose were in neutralization.

4.      Riders and all participants in the race are obliged to apply with the Roads Traffic Acts.
Riders and all participants may neglect the Road Traffic Acts only at crossroads in presence of policemen with police car and in situation where themselves or the leading group are preceded by a police car. In all other situations both rider and all participants are obliged to apply with the Road Traffic Acts.

5.      Drivers of vehicles in the race cavalcade are obliged to comply with all commands: policeman, Commissaries Panel and transport’s chief.

6.       Before the finish of each stage all must comply with all command transport’s chief. Do not leave the vehicle or stop without unnecessarily. Vehicles must be parked in designated areas.

7.      Vehicles of the Commissaries Panel, neutral service and medical vehicles may continue to ride on the laps and across the finish line.

8.       In case of incident or road accident it is  mandatory to stop the vehicle, arrange for warning road users about the vehicle position, give first aid to victims of the road accident and notify the police department about the incident during the race.

9.       Organizer is not responsible for accidents and other losses during the race. Participants of the race must have insured against any cases and treatment costs.
